use drupal. it be the shiz.
http://www.drupal.org/
a lot of the concepts were taken from scoop and slashcode, but it's lightweight and uses php/mysql. insanely customizable... the documentation kind of sucks though, so you'll have to play to figure things out. it's worth it.
see an example of a drupal site at http://nerdcore.org

oh. yeah, it's a little confusing; download link for drupal 3.0.2 is on the front page: http://www.drupal.org/drupal/drupal-3.0.2.tgz
everything on the download page is just add-ons and extra themes. installation is pretty standard, i guess... documentation is in the tgz file

definitely the bbs addon; the forum module included in the source code sucks. the chatbox is okay; haven't tried any others.
the cvs code (which is pretty buggy at the moment) has a lot more modules, and they're pretty cool -- hopefully they'll put out a new stable version soon with the updated modules.

If you want cms++ (portal style) I recommend you the following:
http:\\developer.ez.no - ez Publish (very rich of features, but a bit complex in customizing, for unix and windows)
http:\\www.dcp-portal.com (easy customizing, reach of features)
Both made in php+mysql.

Well, if you're looking for php powered cms like you mentioned before (nepublish) I found this (http://www.edit-x.com) looking very similar in style and functionality, but not in cost... because it's free! :D
Hope this helps.
Note. You can find many cms at hotscripts.com
