- I need a good popunder program that pays CPM
- good rate
- must accept Belgian members (not any standardinternet program)

I know focalex that pays $1, any program that does better?

Rather than a lot of suggestions, check out the ones Czar has listed here, read the TOS, see if your site is suitable and if they accept your country :)

Goclick has a pretty good pop under program $2.50 CPM and 2cents for every search performed on the pop under. Problem is if you have a low conversion rate they will lower your rate without telling you to 1.50 - 2.00 CPM

Goclick is reputatable, stable and generally a great company to work with(in the sea of filth the online advertising market must endure in this slump).

However, I get the impression that larger clients, including myself, will have their rate inevitably lowered below $1.50 CPM. $1.50 CPM is by no means the lowest they will decrease the rate to. One associate had their rate chopped to 0.50 CPM and even further I believe. Ours is 0.75 CPM, and we still use them, which may speak to their benefit, or perhaps the general pathetic state of the market.
