Why are requests for reseller plans being moved to the dedicated hosting forum? Should they not be in the paid hosting forum?

Probably because the description for the dedicated forum reads:

NEW! About reselling, co-location, server hardware, virtual private servers (VPS) and dedicated servers.

Hmm. I noticed that ad's are being moved from the offers forum to the dedicated hosting forum. Does this mean I can advertise my reseller service in the ded server forums? Does this also mean advertising in the paid hosting section is now allowed as well?

No you can only advertise in the "offers" forum ... however if your asked directly or indirectly in a thread to offer something .. and you provide

1. URL to plan
2. Price of plan
3. Plan information

and its
1. Close to or exactly what the user wants
