Maybe I misunderstood you, but you can manage a site layout very nicely with nothing more than SSI, unless of course your provider doesn't have it enabled.

ya it should be possible cuz i seen it it was something like picpage.html?ID=pic# and it worked on some site...any suggestions?

They're probably just running CGI scripts with the .html extension. It's impossible to do with HTML.
