Hi,
Are free-domains like .com.ar, .com.kg or .com.ru
required local presense?? Only for local service?
May foreign entity register these domains?
Will you teach me, please.

are the .kg domains really free? the domain.kg page a link to http://www.asiainfo.kg/english/domen.htm which contains pricing information..it says "Domain payments
Due of local specific we do not accept on-line credit cards payments. You can find out more information about domain payments and current prices"
When you click on that link, it gives you this text "Cost of services and terms of payment
Cost of services: * Cost of services for primary registration of one second-level .KG domain amounts to US$100.00 (without VAT). * Cost of services for annual re-registration of one second-level .KG domain amounts to US$50.00 (without VAT). The Customer shall pay an invoice made out by the Contractor. The Invoice for primary registration service payment is made out within three working days from the beginning of an account period. The Contractor shall make out an invoice on domain re-registration service within three working days after termination of the next account period (one-year period) for domain. If registration or re-registration payments are not received to the Contractor account within 30 calendar days from the beginning of an account period the domain delegating will be suspended. Domain can be re-delegated within 3 working days after receipt of the required payment to the Contractor account. If money has not been received on the Contractor account within 15 calendar days from the date of delegating suspension, the domain is considered to be free. The money received after the domain becomes free will not be sent back to the Customer.
Registration of the third- level domain is made free."
I'm afraid to register one until I confirm that they are free. Please help!

According to the link...
3rd-Level.com.kg is for free.
2nd-Level.kg is for fee.
#Sorry, I have no experience of registering Kyrgyzstan domain so that I cannot sure.

Me too. Especially I am interested in com.ar
http://www.com.ar/paginas/soporte1.html#24 says you have to pay for domains in general (Los dominios se tienen que renovar periódicamente por una cantidad de dinero fija)
When I click at "Tu homepage" at http://www.com.ar/ nothing happens.

It seems to be not so easy to get registered. In any case you have to identify by your passport no.
http://www.nic.ar/reglas.htm says:
4.- Los registrantes en el .COM.AR, .NET.AR y .ORG.AR deberán suministrar el número del Documento Nacional de Identidad o el número de C.U.I.T. o número de C.U.I.L., si se tratara de personas físicas. Las personas jurídicas deberán suministrar el número de C.U.I.T. En caso de tratarse de solicitudes de personas físicas o jurídicas que no residan en la República Argentina, estas deberán suministrar el número de su documento de identidad o de identificación tributaria del país de residencia.
I didn't find anything about prices.

Thankfully to woofcat, my itwis.com.ru (http://itwis.com.ru/) domain has registered yesterday.

Basically there is no problem, but some of these registrys require you to have two nameservers on different netblocks.
I used my reseller DNS account with Zoneedit.com as the name servers I listed when I registered my .com.kg and it worked:
http://www.hudson.com.kg
I think the free Zoneedit are on different blocks:
207.xx.xx.xx
209.xx.xx.xx
so you could use their free service to get the name working.

http://www.hn.org works with .com.kg's.
