I read an article in a newspaper saying that it would become better than google.

Google is so dominant. I've tried teoma. Its good maybe even better. But its not much better and I doubt anything can be much better then google.

They won't - seems like the only way to submit a site is to pay for it.

Google gives better results because it spiders and ranks all webpages. Teoma used the askjeeves.com database as a start but new listings cost $30/year. I don't think they will last.
BTW: Google makes its money selling those ads on the side but it wanted almost $1/click for the category that I was interested in.

Many good sites are going to be cut off the list anyway because not as many sites link to them. This search engine's idea of "Subject-Specific Popularity" is going to fail miserably.

Yup. The guys that know how to work the web get listed easy because they get linked from the right pages. mentioning each others site every other day in blogs is also good for google.

Linkage shouldn't count as much as it does and they should also include clickthroughs from the search results.

It's hard to make a search engine that gives people what they want. Just based on keywords doesn't work because sites can have nothing to do with the query, and just have thousands of keywords.

What might be best is a user ranking. For example, you search for "Free Web Space". You look at the results, clicking a few results, then stumble upon FreeWebSpace.net. It doesn't offer free web space, but it is just what your need to find free web space. So, you go back to the results page (results open in new window), and click "Rate this result", and give it a score out of 10. The whole time, giving poor scores to low results.

The next day, buddy goes searching for "Free Web Space", and FWS.net is up at the top, because it has a higher ranking.

This may start taking up a lot of space with all the keywords and stuff, but search engines already do...this will just make it more.

Also, there would be protection from cheating the system by allowing an IP to only rank a search result once per day or something.

I don't know, not very well thought out, tell me ways to improve it so we can pitch it to Google.


On topic...
The charging money for getting listed ain't so bad. It will filter out all the very poor sites that have no relevant content. But there are a lot of hobby sites that are quite useful, and the operators would not like to shell out the $30 to keep their hobby going.

I don't know though, Google isn't as good as it used to be for me.
