Is there a way to watch TV on your computer without having a TV tuner?
And if theres not, does this look good? I don't have a lot of money to spare..

You need a TV Card. How could you connect a cable to your computer without the card???

hey on my very very old computer theres a thing that can plug an antenna thingy and I used to watch TV on it. However, the sound card spoilt and the red colour shows black so I didn't have nice TV anymore. I'm not sure whether it needs a TV card. maybe you should buy those oldie PCs.
That PC was an IPC Mygenie.
