Umm, if you formatted it is gone. But there are easier ways than formatting to get rid of a virus just use Norton Anti-Virus it removes them for you.

BUT, if you formatted, how can a virus still be there?

I know there has been at least one Virus that screws up your Bios and you have to get e new motherboard. although that was a few years ago and I am sure it is more secure now, not to mention dell, Gateway and HP ship there computers with unwritable Bios's But I don't think that virus has the ability to do that. I think this could be possible but if you turn of your computer without properly shutting it down and then reload the OS maybe the virus is still in his ram. HIGHLY unlikely but possible

It deletes stuff so it can not run and your motherboard can not start

Viruses Suck. Make sure you keep your Norton Antivirus updates up to date. Also if you don't have an antivirus program go to the website to get a removal tool. You can download them for free.
