Pie In The Sky Software developed a program where you could make old wolfenstein looking like games... I don't remember where their site is though.

I have developed small scall games using Visual Basic to create a Tic Tac Toe and Puzzle games. I also created some small simple Javascript games of Tick Tac Toe, Black Jack, and Draw Poker that you can find off my personal website = > http://members.efortress.com/jkuzenka/

Depending on how basic you want to get.
Try a program called ZZT which can make games that look very old and obslete but is still good fun.
Klik and play is another good program which you can make games. And Floedit is another you can make maps for Wolfenstien 3d maps and stuff.
