Heres what I get: an extremely decieving popup I would otherwise be unable to close (had I not had a popupkiller handy). Not only that, you page does not load until the popup itself is closed (something hard to do considering that the popup is altered to be difficult to close).
So here is the path most people would take when visiting that page:
1. Try to load the page
2. Get stuck on the popup
3. Realize your site is blank (it doesnt load until the popup is closed).
4. Close both the site and the popup
5. Leave forever.
Good job.

popup doesnt have to do with anything.
if you sit and wait. with the pop up open. it will open eventaully.

Popup? I don't see a popup.
Anyway, your page loaded pretty fast for me. The only thing I could think of that might be slowing it down is that it looks like the whole thing is in one table. It would render faster if you broke it up into a couple or more.
I didn't get a popup in Netscape, but I did get a blank page. Could that be because of the two <head>s and <body>s????

Probably for better reasons than why you have double head and body. :p
