I can recomend that you use psp7 its the best, other than ps, its only a 30 day trial but alot can be done in 30 days.
to resize in that you goto image-resize- and set the % of resize or the new size manually - its well worth it as its free for 30 days :)

I have both 7 and 5, but I still tend to open 5 most of the time because I am more familiar with it.

Where do I download PSP5? it does not expire I think. I have PSP 4.
