Bandwidth script kicking leechers out ?

Hi,
I came across at bandwidth valve script at:

which seems to be pretty good.

Is there something simular in the freeware or
shareware ?

It does not matter if it would be for Unix(Perl)
or WinNT(compiled WinCGI),
please let me know, if something simular exists
for almost free ?
