Sign up through any of the proxies at www.anonymise.com
Keep trying until you find an accepted one.

Account transfers and fraudulent ips/proxy use for signing up at xug.net is prohibited, we will not approve a proxy ip account, nor will we tolerate an account used by an ip different from that it was created from.

What IPs do you block? From which countries/regions, in other words?

I can understand your reasons
But what about people with dynamic ips?

Or people who create their account in work and then try to access it from home or something like that?

Yeah, you won't be very successful if you're gonna only allow users to log in from one IP address.
What about users on dial-up and such?

I assure you our IP blocking schemes are only going to hurt those who use proxies, specifically anonymous services to use their account. For security reasons I will not disclose further info.
