Doesn't offer much, or at least it doesn't say much. Offers:
ftp
frontpage
CGI/Perl
http://rbftp.org/

Nothing mentioned about file size, type, or bandwidth, nor space.

He's just saying that they offer those scripting languages in their WEBspace accounts, since they don't just offer FTP space accounts.
