Did anyone register a com/net/org.ar domain? I searched a lot at http://www.nic.ar/ and it looks like you have to start registration at http://www.nic.ar/forms.htm to get more information, namely, what are the conditions for foreigners and what is the price. I would like to read at their page before registration if it is free and if I can registrate as a private person.

Thanks for the answer. Is it possible to get a domain for a private homepage? Must the homepage be re Argentine? Are there restrictions for com.ar, net.ar, org.ar like it was for com/net/org? Is it really free? I want to make a homepage which is South-America related, including Argentine, but not Argentine only and the preferred 2nd level would be .net.ar or org.ar

Yes there are restriction. Probably the same as it was for com/net/org. I tried to register a net-domain (without being an ISP) and got:
En particular, si Ud. ha solicitado un nombre bajo el
dominio NET.AR, recuerde que la entidad registrante debe
ser una ISP con licencia de la CNC para prestar servicios
de valor agregado.
