I don't know wether this is any use but

Just type the IP into the text box and click search and when the results come back just click on any of the results for information.

Check out WhereIsIP (http://www.jufsoft.com/whereisip/) .It gives you a report and details about the IP location plus a whois of the domaine name if there is any.(30day trial, but not worth the 20 bucks)

You can look at ARIN (http://www.arin.net) to see who owns the IP address. ARIN is just the IPs for North, Central, South America, and the Caribbean though.

I can't quite remember which organization does other sections of the world.
