most shell hosts disable IRC connection or don't allow IRC bots...

The free shell does not include permission to run a BOT or BNC. You can only run a BOT or BNC with the 5 Dollar shell that also gives you 25 megs of space.
I don't think many free shell providers will allow you to run an IRC bot. As said above, most don't even allow IRC access.
