I am looking for free image editing software, that functions much like photoshop or paint shop pro. If anyone can help me I would greatly appreciate it.

However, I've been unable to install it on a windows OS. Maybe you should try PSP, $99 isn't much, plus you get a gif animator. Or Serif (http://www.serif.com) as a number of programs for photo and imaging.. But we all know that PhotoShop 5.5 blows everything else out the water, that's why I use it!
