Help Me, I had a brain fart.

I am going to design a site for a friend and I have been thinking about what information I will need to design the site. I have ran into a brick wall. Help me I got:

Name of site
layout
color scheme
the pages (sections) of the site

But anyway, I'm confused, what are you asking for, exactly? And what's an HTML certificate? I've heard of Net+ and i-Net+ (actually I'm certified for both of them), but I've never heard of this HTML certification.
