2 or more MySql databases
UNIX or LINUX
if possible domain included
accepts AUD
pay by da month
NO RESELLERS
if i'm asking 4 too much - just say so

Hmm...it seems that the cheapest monthly plan for Myacen is $5.95...Their basic plan would be perfect except for the free domain and the SMTP server.
Would a Rackshack host qualify as a "reseller"?

Yea, the beginner hosting @ Myacen should suit your needs. Domain isn't included, but it's just $10.95 a year. Pretty cheap, not the cheapest, but still a lot better than the $35 lots of places are still charging.
EDIT
And paying by credit card is the best way to go becaue conversion of currency is no extra charge.
