Just came across this and technically it's a free host, but you have to pay a one time $49.95 set up fee, then they host you for free and they register a domain name for you. Just renew your domain with them each year and they host you for free. They have a long list of things they offer:

Well its got alot of features and stuff but look at the bandwidth, you really couldn't get a good website going if it was big.
