Portland I believe you have to be a paying member before signing up. Community Architect you need a lot of traffic to your site, and have to be approved I believe. Treeway has ceased to exist. Same with NorthSky (forwards to CA). MegaGiga/Wigloo the sign up doesn't seem to work. Homestead isn't free anymore (well, I didn't look too deep, but the hosting isn't free, so does it matter if the co-branding is?)

Well, a free co-brand host is a free host that allows you to offer free hosting to your users. So, hosting all the user sites on their servers, you can create your own "free host" with URLs like john.yourdomain.com.
