What constitutes a commercial site as opposed to a personal page.

For example;
A website promoting onself as a website designer, with no banner ads of any kind. Just an @ for contact.

A cultural website, not selling anything but having lots of banner ads.

I'm kinda new at this, so please bear with me if my questions are lame.

And finally, any opinions on Freewebsites.com.

What about it? It's nice, you can host your domain there (not register, dam) Or you can select a subdomain like yourname.freewebsites.com with 50megs of webspace and the type of banner you want (for description look in the FAQ)
But there are better ones.
