is ftp just for uploading? would there be any point in a small site 10 megs or less in using it?

from a website point of view, FTP is pretty much for uploading your site, if you have dynamic content/databases etc or files on your space too, you may wish to download these from time to time but overall it is pretty much mostly uploading.

From a warez/music/other things point of view. Nope, thi si sthe opposite, there are a few who upload the things, but the majority download it :D

How can sites have a file size limit and offer ftp? doesn't ftp allow unlimited file size?

It is also for downloading. One of my sites is just 10Mbs but it has 740 files on it. I sure wouldn't like to download all those one at a time. When you format your drive and want all the files back you can do it all in one hit (over time) by selecting all the files.

And when I change host I select all to upload.

Like pretty much everything with freewebspace, there are ways of limiting file sizes etc through ftp.

It also depends on the host's ftp server of choice, some offer more advanced options such as that.
