Heh, I think you are in search of a shell with IRC access not an "mIRC" shell, as mIRC is merely a win32 application for connecting to IRC servers. :rolleyes:

I believe sdf.lonestar.org requires you to pay to enable all features.
And cyberspace.org does not allow outbound transfers with free accounts, well except through lynx. :rolleyes:
