is there any domain registration which sends you the invoice, instead of billing to your cc....i don't have a cc and my parents don't want to provide their cc on the internet....and the price has to be good as well....

No, they want their money up front. But there are some who take money orders... www.000domains.com & www.myostrich.net (Western Union, or you can get international postal money orders from your post office).
