"pro-rates" is the partial-month's fee. It would appear that your perspective host (like many others) bills on the first of the month. Since you are signing up in the middle of the month, the $10 or so is the amount of the hosting fee to pay for the period of time between now and the first of the month.

It doesn't matter when you sign up. A pro-rated account would be billed on the same day every month (their choice) and you'd pay a partial amount which would be from the date you signed up, to that day.
At least that's how it generally works. If it works any other way, well then it is just idiotic as that's the whole point. Email sales@ and ask.

Hi,
If you signup today that pro-rated fee means, that you will not need to pay until either October 1st 2002 (monthly) or October 1st 2003 (Yearly).
