No! dot.TK is not a free domain provider, only a free redirection service. To own a TK domain you should pay 10$.

www.EU.ORG provides free domains you.EU.ORG.

The same service is available at UNI.CC, ONE.PL (need to understand Polish), DA.RU, and RIPN.NET (for ORG.RU, PP.RU, COM.RU, need some patience and a bit of Russian)
