It is a test forum (to test if your brand new sig worked for example), although many use it to play in :confused2 if posts counts were counted there, some would have a million (well nearly) :p
Normally, people only need to test once or twice to get it right, so no biggy in the post count anyway.

Yes, like the line for the General board:
Drop in to yadda yadda yadda. Posts don't count in this forum.

The Test Things Out board doesn't really have much of a purpose as I can see it. Apart from avatar and signature posts (which don't need to be made, as you can see your avatar and signature anyway without making a new thread), there's only one active thread-- and damned if it has a point. I think it really goes without saying that post don't count toward your post count there. Still, occasionally someone will get confused why his total isn't going up and will inquire about it, I guess mention should be made in the board description.
