Umm... You seem to have things a little mixed up... vBulletin doesn't use CGI. It uses PHP and MySQL. (And if you don't know that, I suggest you don't purchase vBulletin)
If you want CGI, try http://www.f2s.com - No ads, 20megs of space with CGI. Don't use it's MySQL function though, they only have 5 megs of MySQL space, too little for a bulletin board.
The only MySQL host that I can think of right now it http://www.datablocks.net but they have this huge ugly pop-up and the images don't show up properly on their server. I wouldn't use them if I were you.

do they take up a lot of resources other than space? and if not written correctly no closing the connection to the mysql database

F2S's PHP is on SAFE MODE and screws up often: http://www.animebb.f2s.com (my VBB test board that i just abandoned)

I have an F2S account and my Vbulletin Board is working fine.. So it must be the settings that you have used for your Board.. As I have no problems
