are there programs that pay you to display banners and users dont have to click on them

Most CPM companies like fastclick will kick you out if your CTR ratio falls below a certain point.

Well, then apply to companies like compactbanner and fastclick.

out of about 1500 unique about 15+ should be clicking the banner, thats kind of right isnt it?

Yeah, my CTR ration is around 1.3% . Fastclick boots you if it falls below .25% .
