There is one scene from a movie and I want to capture it on a .jpg butevery time I press prnt scrn, and paste it in Photoshop or paint, I get a black screen were the movie file is supposed to be played...
Now how can I get a screen shot of a movie file?

Use windows media player. Hit alt+ print screen. WMP seemed to be the only player that worked for screenshots

I don't know if you're using DVD or Media Player, but I get that problem.
For DVD - I don't think you can fix it. I've tried to endless ends but I just can't get it to work (I asked someone, they said something about copyright protector built in. If you can get around it, LET ME KNOW!! lol)
For Media Player or Real Player, I stop the movie about 1-2 seconds before the frame I want. Then I minimize it, then maximize, minimize, then maximize, and then prnt screen. The next frame will appear, if it works correctly. It should work most of the time.

If you're using WMP just turn the hardware acceleration off and, teh "prt scr" button'll work fine.
