No it is an uptodate list.
You can see http://www.buttobi.net/ is using PHP 4.2.3RC2 , and PHP 4.2.3 released in 06-Sept-2002 .
Maybe some links are outdated .

I would like to believe that a RC file is realease well before the stable version.

I cant find realease date of 4.2.3RC2 but it has been uploaded (http://ftp.proventum.net/pub/php/win32/) in 3 Sept : 3 days before 4.2.3 .
I think 3 days dosnt make it outdated !
That link contains realy good new hosts, such as http://www.buttobi.net : Unmetered disk(999), CGI/Perl, PHP, FTP, SSI, Shell .
