Free Webspace in China with English information

I search free webspace in China, but it would be good, if this site is in English, too. Can some help me and tell me where to find it?

If you want an English host, why not use a server in an English country? Am I missing something here?

And what does `TIA' mean? I know it means aunt in spanish...

From what ive heard alot of the hosts in china aren't as reliable and fast as say in the USA, correct me if im wrong.
