you can sign up for them at http://www.domain.kg
I signed up for one 5 days ago and it's not working. Also it says my record expires april 14th, 2001 and i just got it. this domain is simply weird.
the country's name is kgrygrackdkfhsdklfgf(something like that)

only com.kg can be free
.kg is MAJOR domain name
ofcourse you will get billed

no. all third level domains are free.

And lastly, the domain .com.kg expires after one year right? What happens after that? Do we have to re-register, or???

No. Some of my *.*.kg domains expire 2002/01/01 and some after 1 year. I would say wait a few months and see what happens.
