You might check with your local bank. Most credit card providers have charges of some sort.

Paypal doesn't offers credit cards.
Actually they do, because I have one :) PayPal offers Visa cards issued through Providian.

I am not sure if they issue them to Canadain residents or not.

Walk into any bank, talk to them. They will want to shove their credit card down your throat.

But so do all credit card companies. Just get a bloody debit card.

Important,
Check to see if there's a Desjardins bank in Toronto.
My mom made me a CC with them.
No fee's, except if you don't pay your monthly invoice.
The card's name is Visa Desjardins. Take the basic card as this is the one I have (no fees), not a "gold" one with a bunch of useless (in my opinion) options, and high fees.

Master Card, Visa, American Express, ------ar Visa...
None of those are providers except American Express.
Visa/Master Card are always issued by a bank as Wojtek said. Discover and Amex aren't (they're harder to get). Don't even waste your time with Amex until you have *good* credit.
If you don't have established credit you might have to settle with a card that has a yearly fee. It might not seem like the best option now, but in due time you will no longer be considered high risk and will have your pick of the bunch.
If you're trying to build good credit your best bet is your local bank, especailly if you have a checking / money market account there.
If you don't, look around for banks that will let you open a money market account and give you a "secured" credit card. At least this way you get all of your money back with interest after you've proven to them you are responsible.
Good Luck.:)
