The background is pretty good.
I don't really like the "Area 52" text being so close to the white border and you should try using a darker border color for the splash image.
I also think it would look better if you place everything at the middle of the page [valign="middle"].

If I had to wait for a background such as that load along with any other content, I would be long gone. People have no patience to wait for slow loading sites, so if you want a fancy background, tile it at a much smaller size :)
