where can i get my friend a video card with at least 64 meg mem for 30 $ or less he cant afford much...any ideas?

There is no way you're gonna get a card like that for that price....
The cheapest 64MB card you'll find will be at least $45 or $50.

You can get an "31337" nVidia TNT2 M64 32MB for about 35$ USD. But I'd wait till later this year, when Trident comes out with a $99 USD clone of nVidia's GeForce 4 Ti 4600 (I think it's called the Trident XP4 Tier-3).

This Trident XP4 seems interesting... 80% of GeForce 4 Ti4600's speed for $99 US. Various sites are saying it's coming out in October, but why don't I see any recent (post-August) news on this item?

The Ti4600 is around $240 and the 9700 is around $340.
