I have got
PowerDVD 3.0
(c) Copyright CyberLink Corp.1997-2000
on my laptop
and for Xmas my mum wants to buy me some dvds, because she can get Region 1 dvd's cheaper (usa), and i have got a PC manufactered in the UK ... i wonder if it could
dvd make:
Toshiba DVD-ROM SD-C2612

I dont know what system you got but go to DEVICE MANAGER then right click on your DVD and pick PROPERTIES then go to the DVD REGION tab... pick United States so it'll be Region 1...
you can only change it a few times... i can only change mines like 5 times i think...

Any DVD-rom can play any region dvds. Dvd players on the other hand, can't.

No, even computers DVD-ROM drive is subjected to the 5-time limit region changing rules. But it is true though that it's easier to find those firmware to patch up computers DVD-ROMs drives compared to standalone ones.

Motion picture studios in the USA wanted to control the release of movies around the world using DVD region codes.. Movies are released on DVD at different times around the world, typically America and Canada first, Australia and Japan 6 months later, and Europe 12 months after US release. In some instances, DVD movies are available for purchase in America and Canada before they are released in European cinemas. Due to the high quality of DVD and the movie release system used by Hollywood, 6 regions were establish to prevent people from watching Region 1 movies before they were released on Regions 2-6.

Yeah it unlocks the PowerDVD region, but the hardware region code will still be limited to 5 changes before it locks, thats why you need to use a no region code firmware on your DVD-Rom drive.
