delaying a download

I want to make the user have to wait for a popup to be loaded full before the download starts.
How can I delay the download or start it after the popup was loaded?

Hate to tell you this mate, but if you delay the download in favour of a popup, the popup will be closed before it loads anyway, so you are defeating the purpose :confused2
