I've an image which I need to use to create a border effect beside the logo (JPEG). However if I convert it as a GIF file, the colour is changed, possibly the 256 colour list for GIF doesn't include my "border colour". Is it possible to change the attached file to GIF without compromising on the colours?

If you're using Photoshop, when you Save As... the file, choose GIF (doh! :p). The Indexed Color window thingy should come up after you choose to Save. You should see something like "Forced:" followed by a drop-down menu. Click on the drop-down menu and choose Custom..., click on one of the squares and choose your color from there.
I suck at explaining things, sorry. :(

What if my colour can't be found? Will it be possible to use a JPG file instead?

From your picture, the blue color is #6090C0. Is it not?

if u use photoshop use the perceptual, selective or adaptive color palettes instead of the web palette.
