Why can't some tar archived files I download from the Internet be extracted? I use WinAce. Is this because WinAce not that reliable? I use a public computer and the only archiever installed on the computer is WinAce. And the administrator doesn't allow anyone to install a program.

i've never personally known winace to be unreliable - but i only use it when winzip won't do the job
what error message comes up? the downloaded files may be corrupt - i download heaps and find that at least 20% of downloaded archive files don't work

There is no error message, WinAce will create a new folder I have specified as the destination for the extracted files, but the folder will be just empty. And there is nothing wrong with the files because I can extract it using WinRar at home. Unfortunately, sometimes I need to extract it soon. Do you know archiever/expander that don't need any installation files?

Looks like you need www.powerarchiver.com , never had problems with .tar .
