okay
I've previously mentioned that I run a pc room
very long time ago

The connection is T1

I got P3 comps that are going to be gone to waste in about few months
finally I can start one

I want to install linux and do whatever is necessary to start a free hosting

Should I just buy a cobalt RaQ or set up a linux server?

Each comps are about 256 ram, 30 gig harddrive p3 600-800 Megahertz

Well it depends...

If you are going to run a free webhosting provider, I would not purchase a Cobalt RaQ3 or any Cobalt server for that matter. I would use the Linux servers you have. You could purchase the homefree script and allow people browser upload or you could have a programmer program a script that will automatically users accounts and FTP accounts and such. But my advice is stay with the servers you have, don't purchase a Cobalt RaQ..

I already know how to set up HOME FREE
FTP
SUBDOMAIN
CGI-BIN
404 ERROR PAGES

but

I want a different program so that I can give people MySQL and phpmyadmin

http://www.nusphere.com has a free downloadable package that has Apache, Perl, PHP, and MySQL already configured. It just doesn't have phpMyAdmin
