I'm not sure you'll find an Australian based host with those figures for a cheap price. It's long been a bug bear that locally situated hosting companies are very overpriced for what they offer. Maybe it's their need to set up their own infrastructure - I don't know.. About the best one I've seen is http://www.hotspace.com.au , but as I say, pretty expensive considering what you get. I had a design client who used them, and I never saw a problem in regards to their speed at least...
