short URL isn't that useful, most people won't remember an URL long or short :)
a forum is nice if it's busy and has a good amount of people visiting it regularly and actually posting. An empty/unused forum looks worse then none at all to me
I'll vote for my option even though it isn't in the list :p
if people come back to a site a few times and don't see any changes the time between their visits will just increase until a point where they don't visit you at all anymore

I actually don't think any of the above options are necessary for a website. However, as others have already pointed out, a clean design with updated content is what visitors are really looking for. :)

The only thing needed is frequently updated content, or just very good content. Clean design and fast loading time are always important features but without good content they're useless.
