i upload php nuke on tripod.uk and everytime i try to go to it , i put the addy in and it just keeps loading and nothin hapens , what am i doing thast not right ?

Are you sure you're using the right URL? Try adding index.php to the end.

Are you sure they permit these scripts? I remember once signing up an account with Lycos, my account just wouldn't load after installing a PHP script.

I am useing php nuke and i am switching websitehost's, i backuped my data base how do i load it back on my new host ?

If you backed it up via PHPMyAdmin, you simply restore it via PHPMyAdmin.

i went in php nuke and pressed backup db so do i do with the sql file ?

You use phpmyadmin on your new host to restore the .sql file.
