This is a very unusual program, and I have many issues with their terms. Please follow:

...a commission of at least $0.001 and upto $0.10

Hopefully they're just low-balling here, but offering to pay anything as low as 1/10th of a cent per click is laughable.

Commissions shall be paid on a 60 days basis...
followed by:
payment will be issued to Publisher within ten (10) business days from the close of the pay-period

Inconsistencies. When will they pay?

Applicants that are denied acceptance into the Clickforpennies.com network will not be refunded the $10 Application Fee.

I don't think I have to explain why this is a touchy subject. ;)

Now, the killer:

3.4 Publishers with "premier" accounts or Publishers earning a per click commission of greater than $0.05 may only do so if their account generates an impression to click-through rate of 0.65% or greater. Furthermore, in order to earn more than $0.05 per click, Publisher must have his/her own registered domain name and generate at least 1500 clicks per pay period and average at least 50 clicks per day.

This means, of course, that most (read: all) of their member sites will never see a pay rate above 5 cents/click.

Conclusion: These terms make me very uneasy, and also paint a shady picture of this company. If you are going to receive less than 5 cents/click anyway, why not go with AllClicks or BulkClicks? Alternatively, keep persevering with the big CPC players, such as ValueClick, Advertising.com, etc.
