No, it doesn't work.

I'm guessing this is on your home machine? If so, possible reasons may include:

ISP blocking port 80
Firewall blocking incoming traffic

it worked before i reinstalled my redhat

Beats me. Try checking your webpage's configuration maybe the reinstall of RedHat changed some of your settings back to their default.

download it, install it, love it.

The ports system so easy to use, it will install all dependencies automatically, and you made a mistake? Broke a service? Just goto the ports and deinstall it, and recompile and reinstall.

And Apache with PHP setups are simple, your done in a flash.
