Adobe Photoshop or Jasc Paint Shop Pro I have both of those :)

Anyway, another inexpensive solution that is also very powerful is Ulead PhotoImpact.

I like fireworks too

On the whole I find that different packages have their strengths and weakness's. So it's good to have a collection of different ones for different jobs.

Xara 3d is quite fun for spinning text but there is a limit to how much of this you can use.

Don't forget flash which can be very nice + small file sizes though not if you start putting MP3s in them also you have to account for those without flash enabled browsers (not many) or only version 3 (lots)

You can get demos of many of them to give them a tryout to decide which ones you like.

You can't beat Adobe Photoshop (...most of the time). :D

I use PSP, cause I don't have the money for something else. PSP7 has some nice webdesign features like export to GIF, JPEG and PNG. I also like the prefab shapes.

There is a bug in the photoshop 5.5 demo that allows you to save.

Really? Cool...

Besides the save option being disabled, the demo's basically the full version, right?

Fireworks had one cool beveling thing with it, but PS6 with some plugins can do anything that any other graphics program can do. PSP is a lot easier to use that PS, but has less features. Still, a good alternative.

An other great (vector) image program is flash(not kidding). I used to draw all my images with it. Has some nice features like the line thing.
