can anyone point me in the right direction with this problem?
I have a dell dimension xps r350 which i took evrything out of and fitted into a new case and as and when i could afford it i bought new parts for my new one slowly putting the original parts back into the dell case.

My problem now is that on boot up it takes 1.5 minutes.

I have been told that something inside has defaulted to a factory setting and nothing i can do will rectify it. I have been into setup but there is no setting for this time delay which i have read is in some p.c.s
Can anyone help?

Enter the BIOS, and make sure the FSB/multiplier are set properly.

Without knowing the exact specifications of your problem(OS, hardware, etc.), this is all I can offer to help.

well, you got a stock p2 350mhz
so dont expect to boot within 10 seconds

try to clean up yout autoexec.bat file and clean your startup dir along with run keys in the registry
